Technology exists to recognize a specific person reliably. Require all firearms to incorporate this technology so that only the responsible, certified owner can fire the weapon. When the owner is not holding the weapon, it should not fire for any reason. Any weapon that does not operate this way should be made illegal. Weapons must be periodically inspected and reauthorized to maintain correct operation. If the recognition system breaks or loses power, the weapon must not fire.
