Historically, mass shootings of innocent United States citizens have been accomplished using weapons which enable the shooter to fire a large number of rounds in a short period of time. This includes semi-automatic rifles and handguns with magazines capable of holding from 18 to 100 rounds of ammunition. This type of destructive firepower is what allows these shootings to occur. Without large capacity magazines, many fewer victims would be claimed.
Appropriately, it is proposed that an inclusive ban and outlawing of any magazine of over 10 rounds capacity, or being able to be modified to hold more than 10 rounds, be enacted. All such magazines will be required to be surrendered within a 90 day period to federal authorities, logged in against their owners, and be destroyed.
