Outlaw bounced checked fees for depositors

Right now, in most banks, if you deposit a check and it bounces, both you, and the writer of the check pay a fee. With computers, handling these bounced checks don't really cost the banks anything. Also, being as you have no knowledge of how much money the check writer has in his/her account, how can you be responsible if it isn't enough? How is this fee any different than stealing? The main difference is that this is legal. Now, during the rescission, people are getting stuck in debt, and the bounced checks only make it worse. The government should outlaw these inexcusable fees.
