Outlaw the charging of more then $10 for NSF fees

Currently there is no limit to how much banks can charge people, mostly poor people, for insufficient funds NSF fees on their bank accounts. Banks made over $10billion in 2015 charging people NSF fees with an average rate currently of $35 per NSF. It only costs banks less then $1 to process an NSF, and most people who are being charged the outrageous $35 fees are broke to begin with. 20% of NSF fees are for NSF amounts less then $35 to begin with and 15% of NSF charges are only because the bank already deducted the NSF fee from the account within a year to begin with. Therefore banks should be prohibited to charging no more then $10 for an NSF fee.
