To outlaw cruel punishment to those with disabilities or for that matter child attending a public school

Please visit this CNN website article. This boy, Christopher Baker, who is autistic, was punished by putting a bag over his head. According to the article, from a well known news agency, this knot was so tight that the teacher had a hard time removing it. As the parent pointed out and I would have like the school district to answer, what would have happened if the child got sick or there was something medically wrong with the child while he was in the bag. What would the teachers have done then? Mr President, please contact the KY school district and ask for changes in policies and then I would ask that you create a law, "Christopher's law," that would force teachers of kids with disabilities or any child for that matter, to punish children in an appropiate way!
