Congress shall pass a bill in which any registered member of a “terrorist organization”, shall forfeit their right to possess a fire arm except within the confines of their house. They may still lawfully engage in hunting, as long as the fire arm is transported by a second party to an identified and approved location.
A “terrorist organization” is a group linked to the use of deadly force to assert extra-democratic power. (i.e. Al Qaeda, the KKK, the Nazi party and ISIS.)
In order to insure due process. The FBI shall present a list of terrorist organization congress. If congress believes that any organization neither is terrorist or identifies with a terrorist group—they can vote to exclude that specific group from the legislation.
