outlaw Internet providers from policing Internet content or traffic or from limiting service except under court order

Internet service providers are now policing the Internet and throttling data speed at the request of "copyright holders" without warrant or legal policing authority. Warnings and punishment for alleged violations should only be able to be done at the request of a legally recognized court and then only after a warrant has been provided proving said customer has been proven to be in violation of the law. Internet providers are not policing authorities and all Internet connections to the backbone are provided by Internet service providers who are mostly also copyrighted content providers, ie: Comcast, Verizon, etc... This is a conflict of interest. Also, police authority should never be handed to a commercial entity outside of the judicial system.
