Outlaw or ration the sale of lethal projectiles.

While the 2nd Amendment has been interpreted to guarantee an individual's right to own a firearm, Congress may outlaw or ration the sale of lethal projectiles pursuant to the Commerce Clause. A civilian may purchase rubber bullets for self defense. Law enforcement, while still having access to lethal projectiles, should phase in more non-lethal measures over time (such as rubber bullets, tear gas, and tasers). The military's access to lethal projectiles would not be affected. For civilians whose livelihoods depend on hunting, lethal projectiles can be obtained from the Federal Government on a rationed basis, and such use will be documented. This framework preserves the rights afforded to Americans by the 2nd Amendment while limiting the lethal consequences of misuse.
