Outlaw or regulate the use of car horns/emergency sirens in radio commercials.

Have you ever been driving and all of a sudden you hear a loud car horn and panic thinking your doing something wrong? Your not. It's just the radio commercial obnoxiously trying to grab your attention. This is not just annoying but it is also a MAJOR public safety concern. Sirens as well as car horns are used to alert the driver to a problem and encourage them to correct a mistake or make a change. What happens if someone is sitting in traffic looking at their phone and they hear a car horn? They assume the light is green because "another car" is alerting them to that. What are they supposed to think? And then they accelerate into oncoming traffic and slam into another car. I couldn't find any proof of this happening but it is a very real possibility.
