Anyone that is receiving govt. assistance in the form of well fare, ebt, snap, wic, section 8 housing, living in govt. housing. When someone is on any form of govt assistance it will make it hard for them to cast an unbiased vote for any form of election. Voting rights will be restored as soon as they are a working taxpaying member of society.
