Websites such as mugshots.com, bustedmugshots.com & mugshotworld.com, as well as numerous others, should be immediately shut down & penalized for infringement of publicity rights, as well as defamation of character. State & government websites legally have the right to distribute public records of arrests, but any person attempting to profit from humiliating US citizens should be held legally responsible for libel, defamation & even slander (which isn't only committed orally, but also in any other transient form). Numerous victims of this crime are innocent, but even the guilty ones, have or are paying their debt to society & should not be forced to pay even more debt to any person capable of starting a website. Protection from illegal redistribution of photos isn't just for celebrities.
