Outside Prosecutor for any criminal trials involving law enforcement as the defendent

Getting past the indictment phase of any criminal trials is much much lower burden of proof than trial conviction. CNN commentator today brought up a great idea - in any cases where law enforcement is under indictment, it should be prosecuted by someone far removed from the county prosecutor's office which law enforcement works very closely with. An obvious conflict of interest could be prevented that way. To me, both the Michael Brown and Eric Gardner case had at least enough evidence to warrant an indictment. Then, at trial all of the evidence and witness statements could be thoroughly debated by both sides - rather than the court of public opinion or the potentially biased views of the prosecutor.
