Overhaul the congressional compensation system so their salaries reflect their ability to do the people's business

Congressional salaries should reflect member’s ability to govern effectively and pass legislation. A median amount of legislation passed annually over the last 25-50 years should be established. If either house falls below that point, salaries should be reduced to reflect that, reinforcing a sense of shared purpose and avoiding punishment for individual votes. Congress PAYS ITSELF an annual cost-of-living- increase which AUTOMATICALLY takes effect unless it votes NO - avoiding an embarrassing vote showing common ground only when raising their own salaries. Members are paid $174,000 (annual cost $100 million). Nearly half the 535 members are millionaires. Median personal wealth was $911,510 in 2009 (Center for Responsive Politics). Generous benefits already cover “overperforming” years.
