Overhaul the government civilian system to make it easier to eliminate employees who fail to perform their jobs.

There is a reason why people say it takes an act from Congress to fire government civilians. The system needs reform to adequately ensure those not performing their job are dismissed in a timely fashion. The process of termination with review and appeal should take no longer than 90 days of notification of application of government to terminate said employee. The government employee shall not report back to work upon notification of application of termination and that position shall be advertised as vacant on day 90. Employee may use unused paid leave or leave without pay during this time. No paid administrative leave shall be used unless upon review it is found that there was misconduct of supervisor in application of termination. No work, no pay.
