The current system is overly complex and provides inappropriate favoritism to capital gains income relative to earned income. Public concern with inequity is the largest cause of public dissatisfaction with the system. Implement a new system with no tax on the first $75,000 of individual income ($150,000 per married couple), and a flat rate on the excess above this level. Do not allow ANY deductions. This will level the playing field and ensure a progressive system, while discouraging irrational economic tax avoidance behavior and eliminating huge amounts of IRS and private sector bureaucracy.
