The "We The People" Should Use Random Sample Voting - as detailed on the website slashdot.org

Nutshell: Say I submit a petition.. whitehouse.gov them emails a small random sample of other registered users asking whether or not they're for or against the petition. If it reaches a set threshold of approvals... then re-ask a wider sample of users. Only after the petition makes it through this screening process a few times should it be opened up for everyone to see.
