Pakistan only makes empty promises about peacefully resolving the border conflict or about bringing anti-India elements to book. But it keeps attacking the LoC now and then, violates the ceasefire and plans terrorist attacks inside India. They refuse to cooperate in probes. There is no good in talking to them.
