Pardon all citizens sentenced to jail terms for the possession of marijuana, who did not commit related violent crimes.

Federal Law is now in conflict with medical use and full legal use of marijuana in several States. As banning this natural product has not resulted in its eradication. As trafficking in this product continues to promote violent black market behavior, caused unregulated environmental problems, and potential quality risks to individual users. As the only net benefit of continued persecution of users provides is taxpayer-funded jobs for prison guards, police, DEA, and prosecutors. It makes no sense to continue the incarceration of users. It makes more economic sense to legalize the drug and tax purchasers for the economic externalities their use imposes on the rest of society. It is within the Constitution mandate of the President, himself a former user, to issue such Pardon
