Individuals who have criminal records are punished repeatedly, although they have paid their debt to society. Companies continue to impose lifetime bans on employment despite the EEOC deeming this practice unlawful. Ex-offenders are barred from decent housing due to positive criminal record checks. Ex-offenders are banned from entitlements such as student loans due to past history even though they are taxpayers via the low-paying, menial employment that they are relegated to. Ex-offenders who have NOT had any contact with the criminal justice system ( have been "crime-free") for 10+ years need to be pardoned so they may truly start their lives anew. Pardoning this silent underclass would open opportunities so that ex-offenders may truly contribute to society and have a chance at success.
