The President should pardon over 85,000 non-violent drug offenders currently incarcerated in federal prison, which is 46.5% of the federal prison population. This would be an action both symbolic and practical. It would show the American people and the rest of the world that the federal government of the United States no longer wants to emphasize reproach or rebuke, but rather, to emphasize rehabilitation and reconciliation in regards to what should be a health issue, not a criminal issue. It would also be a step in the right direction towards solving the overcrowding problem and the lack of resources that the Federal Bureau of Prisons is currently dealing with.
