Pardon all Non-Violent, First-Time drug possession offenders and offer recovery alternatives. This would be limited to a first-time offenders who are charged with simple possession, who are not charged with any other felonies or misdemeanors, and who are non- violent. The intent is to prevent those who are using, not those selling, from having their lives ruined do to a poor decision or an addiction which needs treatment.
