This is a petition to demand that the President use his constitutional pardon power to pardon all non-violent persons incarcerated based on a charge for possessing any controlled substance.

The "War on Drugs" of the past century has been an abysmal failure. Drug use has remained steady or increased notwithstanding the bloated DEA, FBI, CIA, ATF, state and local budgets, programs and expenditures attempting to combat it. The result is not lower drug usage, but overflowing prison populations (the US incarcerates more people per capita than ANY country in the world), disparities in the incarceration of minorities, and trillions of dollars in unnecessary spending that could be used to balance the budget or get drug addicts the help they need. Locking up drug users is ineffective and costly.
