Pardon Any and All persons in the United States Convicted of Non-Violent Drug Offenses.

WHEREAS, over forty years of War on Drugs policies have not eliminated drug use.
WHEREAS, criminal convictions create boundaries to rejoining society beyond the period of incarceration.
WHEREAS, prison overcrowding creates inhumane and financially untenable conditions.
WHEREAS, different types of drugs are associated with widely differing penalties.
WHEREAS, African-Americans are greatly over-represented among those convicted of non-violent drug offenses, both as a percentage of the population and as a proportion of drug users.
NOW, THEREFORE, we the undersigned Petition the President of the United States of America to, with all practicable speed, pardon any and all persons within the United States of all non-violent drug offenses
