Investigate whether Edward Snowden had attempted a more appropriate means of debating the merit of the surveillance he discovered. If he had tried to express his concerns as described in the administration's response to a previous petition to Pardon Edward Snowden, then apologize to him, his family and all victims of the unconstitutional invasion of privacy conducted by the NSA after pardoning Edward Snowden.
