The future landscape of warfare is cyber attacks, and hacks against government entities.
Edward Snowden is a potentially valuable asset to U.S. cyber-security agencies.
Right now, Russia has access to this asset, and his inside knowledge, but we do not.

We believe Mr. Snowden to be nothing more than a whistleblower, who is now being persecuted, rather than a criminal element. Put bluntly, Snowden is not a danger to society. There is no real reason to keep hounding such a potential asset, other than petty retaliation for the embarrassment he caused our government.

Time to get over it.
