Jonathan Pollard has been incarcerated for way too long for crimes that normally carry a much lighter sentence. Since Clinton, his release has been a notion toyed with, promised, and ultimately denied for decades. He is remorseful and in poor health. The Lockerbie bomber was released on good will after he blew up a plane killing hundreds. Pollard did no such thing but has been treated harsher than terrorists.
