As part of the upcoming budget request, dedicate 1c of the gas tax to Amtrak capital (cars, locos, trackage)

Amtrak's capital has been underfunded since its founding in the '70s. Their premier long-distance cars (doubledecker Superliners) are over 20 years old; some are over 30 years old, and all travel over a million miles a year. Rail is the most fuel-efficient form of transportation ever invented, and ALL Amtrak routes cover their costs. Equipment shortage is the primary obstacle to expanded service, and their primary financial problem is too few trains to service their demand. A penny from the gas tax would allow ATK to modernize its fleet, expand service to underserved (or unserved) markets, and reduce or eliminate their operating subsidy.
