The Constitution requires Congress to pass a Budget every year. The Congress has disobeyed the Constitution and refused to even vote on a Budget in the Senate since 2009.
As a result, we have constant ongoing uncertainty which is detrimental to the stability of the domestic and international economy as we go from fiscal crisis to fiscal crisis without any compromise and long-term solutions.
Congress must obey the law and pass a Budget EVERY Year starting in 2013 for the good of the country. We elected you to lead and make the hard decisions, and you are making a mockery of the institution of Congress.
