Pass an amendment allowing referendum at the Federal Level

Currently the Federal Government does not have a referendum process, unlike the states. Passing such an amendment will give more control over the government back to the people, allow their voices to be heard, and allow real change to happen when our congressional leaders are gridlocked and refused to compromise. This will allow bills to be passed which have wide popular support but can't get through congress, such as a Balanced Budget Amendment or Amendments limiting congressional terms.
