pass an amendment to Balance the budget by prohibiting a disbalance of more than 5%.

The amendment will prohibit the Congress and the President from passing the budget that is out of balance by more than 5%. If the Congress and the President pass the budget within this guidline, but later the budget finishes out of this guidline, then every Congressman and the President will forfeit all of their pay for that year. If the budget ends up being unbalanced by more then 10%, then forfeiture will be double their pay for that year. If budget ends up unbalanced by more then 15%, then the furfeiture will be 4 times their pay for that year. This forfeiture will continue to double in size for every additional 5% that the budget is out of balance.
