Pass an amendment to the constitution to require a balanced budget.

The people of the United States must have its fiscal house in order to maintain its place in the world economy. The United States should pass a constitutional Amendment which requires the House of Representatives and Senate to pass a balanced budget for the next fiscal year prior to Jun 30 of the previous fiscal year. If the balanced budget has not been achieved prior to that time the entire congress will be sequestered and can not bring any new legislation until a balanced budget has been approved. Congress will also not be able to recess for any reason until the budget is approved.
