Pass and sign a law stating that executive branch and legislative branch don't get paid without a budget.

In order to have full faith in our government, I would like them to do their most basic function. Why should we pay taxes for a government that can't pass a budget. It is ridiculous to spend my tax dollars without any plan. If they hada plan, they would pass a budget. I think that if they don't want to do their job, they shouldn't get paid.
