Pass a balanced budget amendment.

The balanced budget amendment requires that Congress balance the buget within 8 years of the ratification of the amendment. Deficits would be allowed when Congress has declared war. Deficits would be allowed when the budget is passed with a super majority of 80%. Approved deficits must be eliminated within 8 years of the end of a declared the war or within 4 years of a super majority approved deficit. Any unapproved deficit or a deficit that exceeds it time limit will trigger an across the board budget cut in the next budget year unless the next years budget completely balances the next years budget and pays off the previous deficits. Two successive years of unapproved deficits will place all members of Congress up for reelection at the next national general election.
