Pass a Balanced Budget Amendment.

Since 1970, there have only been four years in which the federal government has created a budget surplus. Each of these years contained a split government in which one party controlled the White House, and at most one house of congress. It is time for the partisan bickering to end. Democrats and Republicans have to come together and find a balanced way to address the issue, using not only spending cuts, but also tax increases. Any serious attempt at reform must also address entitlement spending that has grown seriously out of control. it's time to see some real leadership from both parties. Instead of assigning blame lets acknowledge the fact that the budget deficit has only adequately been addressed through bipartisan compromise.
