Pass a Balanced Budget Amendment that reads:
"The Legislative and Executive branches of the United States Government shall, every year, enact a Balanced Budget. If this is not accomplished, no member of the Executive or Legislative branch shall be eligible for re-election, and they forfeit all benefits associated with retirement from said office."
