Pass a Balanced Budget Amendment to our US Constitution

We would like the US Federal Government to pass a balanced budget amendment to the United States Constitution. This amendment will:

1) Define a balanced budget as a budget with an overall spending equal to our revenue;
2) Term limit congress to 2 terms;
3) No budget, no pay; and
4) If the US debt increases by more than 5% during the tenure, no elected federal official will be allowed to run for re-election except in times of national crisis.

The advantages are several-fold:

1) It forces congress to think through about unnecessary spending;
2) It forces the size of the government to be reduced; and
3) It adds accountability to expenditures, as every dollar of spending in a tight budget is scrutinized, and projects & agencies that don't show results are more likely to be discontinued.
