Proposal of a bill to introduce a balanced budget amendment, The amendment would include penalties if the budget is not passed and publicly posted by 90 days into the fiscal year.

Amendment to The US Constitution, The federal budget must be balanced and not to exceed 15% of the priors years GDP. The budget must use real funds not projected. The budget will not include Social Security income or outlays, and be passed and publicly posted in a term not to exceed 90 days from the beginning of the budget year. Failure to comply will result in 10% forfeiture of pay per week that the budget is not completed, forfeiture not to exceed 300% of the House and Senate and Legislative branches members years salary's and will be applied the the Social Security fund.
