Requires a balanced budget taking 10% off top, using 5% to pay down debt and 5% into fund for emergencies. Stops ability of Government to borrow money for spending. Sets a percent of spendable money to departments to be carried over year to year unless changed by Congress and agreed to by Senate. Ends practice of unfunded mandates, will not let anything go into effect until it is fully paid for.
Will not allow total taxes, city, county, state or federal, to be in excess of 35% of total income for individuals and businesses.
