Pass a bill that creates term limits on the Senate and House

With the fiscal cliff looming and Congress's approval rating at an all time low reform should start with those who create it. The past few Congressional sessions have shown a disconnection to the American people, which is shown by a disregard to what the people want. Examples of this can be seen in lack of ability to pass important legislation such as the farm bill, fiscal cliff aversion, 9/11 Health and Compensation Act etc.- no need to explain further. Regardless of party affiliation Congress is worried about the next election and keeping their jobs, instead of doing what is in the best interest of the nation. The best way to solve this is to relieve them of this problem by instituting term limits. This would also open Congress to new ideas.
