People who are not aware of what rights they have when encountered by police should be able to ask and have them (their rights) told to them. If the police officer sees with his/her eyes that there is no reason to make the arrest after talking reasonably, rationally & logically then the person should be able to walk away, no harm done. Getting handcuffed and put in a cop car is a traumatic experience that should be a "worst case" scenario.
