To pass a bill making states to put a certain amount of money into public education each year

I would like for the generation after i graduate to have something to look forward to instead of just going to school like in Texas all respect to Perry but he keeps cutting education so much to the point schools can not afford to do repairs and get new and updated books fine arts are pretty much out of the question the schools can not afford to keep them up times are tough i know but why cant we cut military spending or something less important if we are the future America has to look forward to be ready.
