Pass a bill that requires drug testing for recipients of Welfare.

A bill was almost passed for this purpose a year or two ago and I don't understand why politicians didn't. It was one of the most sensible things the government could do. Someone who is on welfare has every right to receive aid; most of those who do not have that right, and take advantage of the system probably would not pass a drug test. I think it would fight the use of drugs, (I'm totally for legal marijuana though...) and cut welfare spending.
