Pass a Bill that would make it a federal offense for states to redistrict voters, that it will heavily favor one party

If states are allowed to redistrict so that it favors one party over the other, then what is the difference in voter fraud and voter rigging. This must be stopped immediately. This is unconstitutional. Any state that does this, the Supreme Court should block all efforts of such.
