The congress of the United States is charged by the constitution to pass a budget annually. As no budget has been passed since 2009, the members of congress have violated their constitutional duties and their oaths to uphold the constitution. Therefore, no serving member of congress is currently a legitimate office holder. A budget should be immediately brought forth, voted on, and passed. Unless a budget agreement can be reached in a reasonable amount of time (90 days), the following should occur.
1. All legislative powers should be temporarily returned to the states directly.
2. All the current members of congress should immediately be recalled and have to be re-elected.
3. All legislation passed since the expiration of the last budget should be considered null and void and no future leg
