Universal aluminum can and plastic bottle recycling bill that makes all can and bottle refunds worth 10 cents in all 50 states. The refund will increase 5-10 cents every 10 years depending on inflation. Heavy duty plastic bottles will be cleaned and refilled a minimum of 20 times before being melted down. All cans and bottles used for liquids intended for ingestion must be BPA-free by 2015. Water can only be sold in 1 gallon or larger plastic bottles or in aluminum cans by 2015.
