Executive Privilege was meant to be used as a stop gap so the President could work to resolve crises or act upon pressing matters before congress had a chance to enact a law it has been abused to the point where people think executive privilege can be used to circumvent the Constitution. The constitution was only meant to be changed by amending it not by simply signing an act or order. By limiting the time of an order it will still allow the president to act but stop abuses
