The people's vote is our most important form of speech. The first amendment clearly states that our right to free speech shall not be abridged. Allowing politicians to draw district lines to their advantage clearly abridges our right and should be eliminated. This amendment requires two elements. 1. The proposed amendment should simply state that voting districts must follow city or county boundaries at all times. No city our county can be split unless its population warrants more than one representative. If a city our county qualifies for more than one representative it may be split using one vertical or horizontal line or the representatives may be elected at large. 2. Drawing of district lines will be the responsibility of the states judicial branch.
