Pass a Constitutional amendment to restrict the vote only those who are current net-contributors.

To vote in an election, citizens currently eligible to vote must also pass a net-contributor test.

Net-contributor is defined as the sum of all tax payments made by an individual to the federal government less the value of all benefits received by that individual from the federal government or any program created by the federal government.
