Require a state wide vote of all eligible voters on any redistricting ballots or agendas with at least a 180 day notification period before any voting occurs on said issue and a 65% voter turn out for said ballot.
If said ballot is a non-ordinary procedure, such as a recently opened legality or loophole, all eligible voters must be notified in person, and their signature acquired, at least 180 days prior to said ballot.
Before any irregular vote can take place a majority of the districts registered voters must have acknowledged that said vote or action would take place.
Grant immediate, interim Identification Cards to all voters at ballot locations who produce 2 utility bills of consectuve months prior to said election. Utility bills may include any previous months service charge invoices
