Private companies contract with Local Governments to install these devices under the guise of Public Safety. As the owner of a photographed vehicle, you are presumed GUILTY until proven INNOCENT. You are issued a summons demanding the payment of a fine based solely upon a photograph of your License Plate Number. You must either plead Guilty to the infraction, and pay the fine, or Identify the driver you as the vehicle owner believe is "guilty". This is not a Public Safety issue, it's about R-E-V-E-N-U-E. MANY States have already outlawed their use.
